It was meant to Constitutionalize the protections afforded in the Civil Rights Act which was vetoed by Andrew Johnson. Nothing more. It was not meant to apply the Bill of Rights to the states. Excellent resources, which you may already know of, are Raoul Berger's Government by Judiciary: The Transformation of the 14th Amendment and his The Fourteenth Amendment and the Bill of Rights, both of which look very closely at the framing and ratification of the 14th amendment.
