Another question: is this rule "Exercise Christian Charity. Refrain from ad hominem attacks and name calling" to be applied equally regardless of ideology or flexibly so that some who are politically correct may violate it with impunity yet others may not?

Yes. When problem people come to our attention (you are one of them) we deal with it. If you think you've been maligned, report it.
