It is most definitely "rational" for the government to protect the private property rights of individuals to refuse to hire or house homosexuals, one of the things Amendment 2 sought to keep legal. No one has "rights" because of their sexual practices. And, despite their vehement denials, what the homosexuals sought by fighting Amendment 2 were special rights.
